Setting Blocks?

I did look up the term, but I am not sure I get it, I know I am slow, can someone explain this?

i'll try.   when you set your blocks on point,   you need triangles around the outside of your rows to make the sides square

the bright yellow squares are the setting blocks.  the blocks are sewn together on th e diagonal and you need the triangles to square the sides up.

Are those the blocks like in the Civil War Quilt which are repeated to give the quilt balance, I guess?

It is the Civil War Sampler in the Civil War Videos with Jodi Davis or in January 2011 issue. There are five Louisana Blocks around the Center in various spots.
