I'm not a pre-washer but when I get fabric from someone that has  pre-washed it (I belong to a group that does a fat quarter exchange birthday box project) and I want to add fabric from my fat quarter stash I pre-wash the fat quarters I want to use in my salad spinner.

A tad of laundry detergent added to the water - spin (agitate)  it for awhile in the salad spinner, pour off the water - run water over  the fabric  under a faucet to remove most of the detergent, , return to the spinner with fresh clean water - spin it for awhile and then dump the water,   spin some more to spin out the excess water - walla a mini washing machine
